All European Driver´s Licenses are valid in Portugal (E.U. Countries, plus Iceland, Liechtenstein and Norway). However, if one acquires Portuguese residency, the Portuguese Mobility and Transport Institute must be informed within 60 (sixty) days of the residency permit in order to avoid sanctions.
A declaration proving residency must be issued by the competent entity and the relevant European driver’s license, identification document and specific forms must be provided/filled.
The change of a foreigner’s driver’s license is of choice, but the following requirements must be met in order for the exchange to take place: Minimum Legal driving age in Portugal (18 years old); Enough physical, mental an psychological skills; Portuguese residency; Absence of any pending driving charges or prohibiting sanctions; Legal documents and copies; Hand-out of the original foreign driving license; A personal photograph; Medical statement; Payment of fees (30,00€); Maximum deadline of 185 (one hundred and eighty five) days after residency permit.
Driving licenses of certain countries can simply be exchanged for a Portuguese driving permit without any further exam, but within a deadline of 185 (one hundred and eighty eight) days after the residency permit is issued. Countries such as Brazil, Switzerland, Morocco, Andorra, Mozambique, São Tomé e Principe, United Arabian Emirates and Angola are included.
